Scope of Services

The responsibilities of Finance include, but are not limited to, purchasing, accounts payable, accounts receivable, taxes receivable, maintenance of the general ledger, payroll, cash management, administration of scholarships and trust funds, and fixed asset management.

Scholarships and Trust Funds

The following scholarships are administered through Town Finance.

Wilson Scholarship Fund
The Wilson Scholarship Fund was created in the fall of 2006 to provide scholarships for St. George students in memory of Ruth Wilson, Irene Wilson and James Wilson.  Please refer to Wilson Scholarship Fund for criteria and procedures.

Colson Scholarship Fund

In 2010 Ralph "Bud" and Frances Colson set up a trust with the Town to help provide financial assistance to St George students seeking higher education.  The income of the fund will be distributed annually.  Please refer to the Colson Scholarship Fund for more information.

Clyde and Ina Grant Scholarship Fund
Following the death of Ina Grant in July 1989, her children set up a trust with the Town in memory of their parents.  The income of the Fund shall be used to award an annual scholarship to a deserving student to promote his or her higher education at a college or university.  Please refer to Clyde and Ina Grant Scholarship Fund for criteria and procedures.

Responsibilities

The Budget Committee is a standing committee and shall perform such duties as defined by Town Charter, Select Board Policy Manual and any applicable ordinances.

The Budget Committee is advisory in nature. Its responsibility is to monitor the Town's financial condition and, when requested or required by charter, determine the impact of policy decisions being considered by the Select Board on the Town's long-term financial health.

The Budget Committee consists of five voting members with staggered three-year terms. Two alternate members are appointed for one year terms.

Duties include:

  1. Reviewing the status of the Town's budget each quarter and reporting the Committee's findings and recommendations to the Select Board.
  2. Reviewing the appropriations that are to be included in a warrant for action at a Town Meeting and reporting the Committee's recommendations to the Select Board. The Budget Committee's position on each appropriation will be stated in the warrant.
  3. An annual consideration of the long-term capital and operational expenses that may be incurred by the Town. Providing a written report detailing the Committee’s recommendations to the Select Board and Town Manager by January 15th of each year.

Responsibilities

The Scholarship Fund Committee meets in the early spring prior to graduation and provides administration for the following:

Wilson Scholarship Fund
